Man Arrested After Incident With Juvenile
The Bay County Sheriff’s Office arrested Edward Lee Brown last night, July 18, 2008, after he allegedly attempted to restrain a juvenile against her will.

The victim stated she was riding a bicycle on Beachwood Boulevard on Panama City Beach when she spotted Brown watching her and walking towards her on the road. She attempted to avoid Brown and rode into another lane but he walked into the same lane she was riding in and grabbed the front handlebars of the victim’s bicycle and stopped her.

The victim stated that Brown told her how pretty she was for her age and asked her to meet him at another location. According to the victim, Brown restrained her for approximately 5 to 10 minutes. A witness gave investigators the same account the victim did of the incident.

Deputies and investigators found Brown at his residence at 7112 Beachwood Boulevard packing his vehicle with personal belongings in an attempt, they believe, to leave Bay County. Brown, DOB 8/11/67, was arrested and charged with False Imprisonment–Under the age of 13 and Failure to Register as a Convicted Felon. Investigators learned that Brown had recently been released from a Florida prison for Attempted Sexual Battery on a child less than 13 years of age and had failed to register in Bay County as a convicted felon. Convicted felons are required to register with the Sheriff’s Office within 48 hours of their arrival in Bay County.

THE CASE OF WHO BUZZED MY GARDEN...
On the above date and time I was dispatched to 8500 S Burnt Mill Creek Rd in reference information.
Upon my arrival I made contact with CHARLES R HANSON, who advised me that yesterday he was
working in the yard when a tan military helicopter flew over his house. CHARLES stated that the
helicopter was equipped with a round tank underneath it and it was spraying a chemical on the
property next to him.
CHARLES advised me that the helicopter then flew over his garden and turned on its side to look at
it as if he was looking for marijuana. CHARLES started yelling and cussing at the helicopter. The
helicopter then took off towards the north.
CHARLES was not able to describe the chemical or its color. CHARLES did state that he contacted
CLAY PERKINS with the FAA. CLAY advised CHARLES that he described a military helicopter
that has been spraying a chemical in the woods to kill marijuana and he would resolve it with the
military.
CHARLES stated that in the past, local planes have "dive bombed" his house. He had contacted the
FAA then and had the problem fixed. CHARLES also stated that two years ago someone killed his
garden and he believed it was the military then.
CHARLES advised me that his garden supplies him with food to eat and it was very important that
the military not kill it. He further stated that he has no problem with them spraying his other property

I was dispatched to 2340 Highway 77 (Target) in reference to an
animal bite that had occurred earlier in the day. Upon arrival I made contact with Norbert Kibler who
stated that he had been attacked by a dog and hit with a chair while checking a power meter on a house.
Kibler, who works for Gulf Power, said that he went to 2541 E. 39th. St. to read the power meter at around 1100hrs today. As he walked around the side of the house to check the meter, Kiblersaid that a large dog (some type of pit-bull mix) came around the corner and approached him in an
aggressive manner. Kibler said that he was startled at first due to the dog's aggressive behavior, but
then he was able to stand his ground and keep the animal away from him. Kibler said that he told the dog to get back, to which the dog complied. Kibler said that shortly there after, a young, white male
exited the residence and began yelling at him. Kibler said that he told the subject that he was here to read the power meter. He said that the subject continued to yell at him and the dog began coming at him in an aggressive manner again. Kibler stated to the subject that he was not going to allow the dog to bite him. At this time, Kibler said that the subject picked up a plastic lawn chair and threw it at him, striking him in the arm as a result. Kibler said that he was able to shield himself from the chair for the most part to prevent serious injury. Kibler said that the subject continued to yell at him, now with a second white male outside alongside. Kibler said that the dog returned near him and was
attempting to bite him. While trying to keep from being bit by the dog, Kibler said that the first white male began trying to hit him with an unknown object from the the yard. He said that he could not
remember what it was that the subject was trying to hit him with, but thought that it was a leg to a chair. He said that he did not get hit with the object during this part of the altercation. During this
time, Kibler was bit by the dog. He was able to leave after the incident ceased.
Kibler was treated at Gulf Coast Medical Center and received five stitches to his left calf. He was then released from treatment and then made contact with BCSO. He said that he did wish to pursue a battery charge for being hit with the chair. Animal Control Officer Washburn responded to
 Target to speak with Kibler regarding the incident. She advised that she would be following up with
the resident at 2541 E. 39th St. in regards to the animal. Contact was attempted at the incident's
address but no one was home. I provided Kibler with a case card.
