Bay County Sheriff Offense / Incident Report Casenumber: 2008-044207 Event Information Reported On: 07/15/2008 Officer Reporting: S. RHINEHART I was dispatched to 2340 Highway 77 (Target) in reference to an animal bite that had occurred earlier in the day. Upon arrival I made contact with Norbert Kibler who stated that he had been attacked by a dog and hit with a chair while checking a power meter on a house. Kibler, who works for Gulf Power, said that he went to 2541 E. 39th. St. to read the power meter at around 1100hrs today. As he walked around the side of the house to check the meter, Kiblersaid that a large dog (some type of pit-bull mix) came around the corner and approached him in an aggressive manner. Kibler said that he was startled at first due to the dog's aggressive behavior, but then he was able to stand his ground and keep the animal away from him. Kibler said that he told the dog to get back, to which the dog complied. Kibler said that shortly there after, a young, white male exited the residence and began yelling at him. Kibler said that he told the subject that he was here to read the power meter. He said that the subject continued to yell at him and the dog began coming at him in an aggressive manner again. Kibler stated to the subject that he was not going to allow the dog to bite him. At this time, Kibler said that the subject picked up a plastic lawn chair and threw it at him, striking him in the arm as a result. Kibler said that he was able to shield himself from the chair for the most part to prevent serious injury. Kibler said that the subject continued to yell at him, now with a second white male outside alongside. Kibler said that the dog returned near him and was attempting to bite him. While trying to keep from being bit by the dog, Kibler said that the first white male began trying to hit him with an unknown object from the the yard. He said that he could not remember what it was that the subject was trying to hit him with, but thought that it was a leg to a chair. He said that he did not get hit with the object during this part of the altercation. During this time, Kibler was bit by the dog. He was able to leave after the incident ceased. Kibler was treated at Gulf Coast Medical Center and received five stitches to his left calf. He was then released from treatment and then made contact with BCSO. He said that he did wish to pursue a battery charge for being hit with the chair. Animal Control Officer Washburn responded to Target to speak with Kibler regarding the incident. She advised that she would be following up with the resident at 2541 E. 39th St. in regards to the animal. Contact was attempted at the incident's address but no one was home. I provided Kibler with a case card. No further
