Shooting on Bertha Nelson, Thursday 3 July, 2009

The Bay County Sheriff’s Office received a 911 call this morning at 5:37 from a woman requesting help because her husband was acting erratically. Deputies responded by 5:40 to the residence at 5135 Berthe Nelson Road.


When the first BCSO deputy arrived, the subject came outside the mobile home. She noticed he was acting confrontational and erratic. The deputy called for assistance and two other deputies responded. The subject had gone back into the home and the deputies spoke with the wife, gathering information.

While speaking with the subject’s wife, the deputies saw the subject, still inside the home, move in front of a window, holding a 30.06 rifle and pointing it at the deputies. As the deputies attempted to move to a safer location, the subject stepped outside onto the front porch armed with the high-powered rifle and fired one shot with the rifle pointed in an upward direction. At that point the subject lowered the rifle, pointing it towards the deputies, who began to yell at him, demanding he drop the rifle.

As the subject pointed the high powered rifle at deputies, Deputy Chad Vidrine fired multiple rounds at the subject, hitting him five times.

Deputies were able at that time to secure the subject and get his rifle, neutralizing the confrontation.

After the scene was secured, it was learned that there were three small children within the home.

Bay County Sheriff Frank McKeithen has requested the Florida Department of Law Enforcement to conduct the investigation, a normal process when an officer is involved in a shooting.

Per Bay County Sheriff’s Office policy, Deputy Vidrine has been placed on administrative leave pending administrative review.
 



Nine Arrested in Multi-agency Operation

Sheriff Frank McKeithen announced at a press conference today the details of a multi-agency operation in which 16 residential search warrants were executed in Bay County. The search warrants were executed yesterday June 30, 2009, and today July 1, 2009. Nine individuals have been arrested so far as a result of this operation.

Previous investigation identified individuals living within the residences that had downloaded child pornography from the internet. Search warrants were obtained and nine were arrested and charged with Possession of Pictures or Video Depicting Sexual Performance of a Child. Those arrested were: Marcus Alexander Pierce, DOB 6/28/85, of 300 Cabana Blvd., Panama City, Brian E. Glass, DOB 10/10/89, of 7814 Madison Avenue, Southport, John Goodwin Funk, DOB 5/12/89, of 1053 Mississippi Drive, Tyndall AFB, Nicholas Sabastian Spriggs, DOB 7/30/94, of 156 Concord Circle, Panama City, Jason Alan Strickland, DOB 11/10/74, of 3325 E. Baldwin Road, Panama City, Jared Caldwell Coleman, DOB 3/14/85, of 2506 E. 37th Street, Panama City, Michael Wayne McCollum, DOB 3/7/68, of 1902 Kingslee Drive, Southport, Robert Bruce Trend, DOB 12/3/51, of 301 Lullwater Drive, Panama City Beach, and Arturo Palukaitis, DOB 8/11/60, of 306 Summerwood Drive, Panama City Beach.

Crime : Local Man Arrested After Accosting Womanat Gas Station

The Bay County Sheriff’s Office received a call Thursday, June 18, 2009, at 9:15 pm from a woman stating she had just had an altercation with a man at the USA gas station located at the corner of Star Avenue and Highway 22.  

The victim stated she had gone to the USA gas station and was caught in a line of other cars leaving the gas station at the same time. As she waiting in the line of traffic, a man walked up to her car and opened the door. The man demanded the victim give him money and she refused. At that time the man offered to have sex with the victim in exchange for the money. The victim again refused and the man hit her. She managed to shut her door and drive away from the scene going immediately home and calling the BCSO. The victim also stated the man was familiar to her as she had seen him before hanging out in front of the gas station and around town, but she did not know him. 

Statements taken from witnesses led investigators to 420 Mary Ella Avenue, the residence of Kevin Aaron Mathis, DOB 9/21/80. Mathis was arrested on June 19, 2009, and taken to the Bay County Jail. He has been charged with Burglary with a Battery.

Crime : Juvenile Arrested After Allegedly Stabbing Woman in the Face

The Bay County Sheriff’s Office responded to a call at about 4:00 this morning placed by the Florida Highway Patrol. A car had stopped on the Hathaway Bridge and when the Trooper had approached the car, the driver stated she had been stabbed in the face and needed help. EMS also responded and the victim was taken to a local hospital.
 
Investigators spoke with witnesses and the victim. Witnesses stated they had seen Narcissa Nicole Barnes approach the victim earlier that evening at Club Fusion on Thomas Drive, Panama City Beach. Barnes had tried to start a verbal altercation, but witnesses stated the victim had simply walked away. When the victim and friends left the club and were walking through the parking lot, Barnes allegedly “came out of nowhere” and stabbed the victim in the face.
 
The victim tried to drive away but eventually pulled her vehicle off the road on the east side of the Hathaway Bridge where she made contact with the Trooper. The victim stated to investigators she had a history of verbal altercations with Barnes in the past. While in the emergency room, a two to three inch piece of what appeared to be a surgical scalpel was removed from the victim’s face where it had broken off during the stabbing. The wound was just under the victim’s right eye. 
 
Narcissa Nicole Barnes, DOB 3/17/94, of 1802 Flowers Avenue, Panama City,  was arrested today and charged with Aggravated Battery. She was booked into the Bay County Jail.

Panhandle Crime Stoppers is asking for the public’s assistance in locating an individual considered to be armed and dangerous.
 
Mark Jason Davis has (3) warrants out for his arrest; Felon in Possession of a Firearm, Aggravated Battery with a Firearm and Discharging a Firearm in Public.
 
Mark Jason Davis is described as a 26 year old black male, approximately 6’4” tall and weighing approximately 200 lbs.
 
Mark Jason Davis’s whereabouts are unknown and a cash reward of up to $1,000.00 is being offered for the information that leads to the arrest of Mark Jason Davis.

Useful Information : FWC makes changes to captive wildlife rules

The Florida Fish and Wildlife Conservation Commission (FWC) approved changes to laws regulating captive wildlife during its June meeting at Crystal River.
 

The FWC approved the new rules after hearing staff recommendations and gathering input from 46 individuals who requested an opportunity to address Commissioners on the subject during Wednesday’s session. That’s on top of four years of the FWC gathering input from individuals, groups and government agencies.
 

State Rep., Ralph Poppell R-Titusville, who attended the meeting, called the move a critical tweaking of state regulations. He noted that U.S. Sen. Bill Nelson, D-Fla., also is interested in the issue and said state officials should work with the senator to continue to make progress.

News Release  June 14, 2009

The Panama City Police Department is investigating an incident that occurred at the Police Department. Sometime between midnight and 9:00 A.M. on June 13th 2009 an unknown suspect or suspects fired a weapon or weapons at the building. The building and a city owned vehicle were struck by the projectiles. It is believed that the suspect or suspects were driving by the Police Department and fired the rounds from an automobile. No one was injured in the incident. Anyone with information in reference to this incident is asked to call the Panama City Police Department at 850-872-3112 or CrimeStoppers at 850-785-TIPS or 850-785-8477 a reward is being offered for information that leads to an arrest.

Money : Governor Crist Signs Legislation to Ensure Fairness in Tax Assessments

 TALLAHASSEE – Governor Charlie Crist today signed legislation that will continue his efforts to protect Florida homeowners and property owners. House Bill 521, relating to ad valorem assessment, implements fairness for property owners who challenge property appraisers’ value assessment of the property. Representative Carlos Lopez-Cantera and Senator Mike Fasano sponsored the legislation.
 
“Today, we are putting fairness back on the side of Florida homeowners and those who own property in the Sunshine State ,” said Governor Crist.  “This good bill increases the likelihood that a taxpayer will succeed in challenging a value assessment established by a property appraiser. “

Execution of Search Warrants on Illegal Gambling Houses

      The Jackson County Sheriff’s Office over the last several months has received complaints regarding allegations of two illegal gambling operations in Jackson County.
        Several agencies began investigations that led to the issuance of search warrants for two locations in Jackson County involving illegal gambling activity. On May 23, 2009, the Jackson County Sheriff’s Office in cooperation with the 14th Judicial Circuit State Attorneys Office, the Florida Department of Law Enforcement, the Florida Highway Patrol, the Bay County Sheriff’s Office, the Cottondale Police Department, and the Marianna Police Department executed two search warrants simultaneously at internet based gambling or gaming houses.    
       The locations were Children’s Cancer Cooperative, Inc., on US Highway 231, north of Campbelton, Florida, near the state line and the Allied Veterans .42, located in The Oaks Plaza on Highway 90, east of Marianna, Florida. Numerous computers, electronic gaming equipment, U.S. Currency, documents, firearms, surveillance equipment, and records were seized.
      A camper trailer used for counting money and housing business documents was also seized from the Campbelton location. Two of the patrons at The Oak Plaza location were found to have active warrants. One patron was arrested on the warrant. The other patron was released because the out of state warrant agency would not extradite.
       The owners of the two gambling houses were not present when the warrants were served. Preliminary investigations of these gambling house locations indicate they were being directed or operated from out of state locations.

Callaway Man Attacked While Leaving For Work

The Bay County Sheriff’s Office arrested a Tampa man this afternoon, May 15, 2009, after he allegedly battered a local man this morning as he was leaving for work.

The attack took place at approximately 6:30 this morning as the victim walked out of the garage of his Callaway home on Jan Drive. The suspect hid behind a utility trailer parked in the driveway, jumping out to attack the victim with a collapsible baton. The victim was able to block the blows with his arms to protect his head while retreating back into his garage. The suspect followed the victim into the garage and continued to strike him. Finally, the victim and other family members who heard the altercation and responded to help were able to subdue the suspect and hold him until law enforcement arrived.

The suspect was identified as Eric R. Roberts , DOB 11/05/75, of Tampa. Roberts drove a black Nissan Altima to the Callaway home. The victim stated he had seen the same car at his place of employment on May 14, 2009, and again on his street the same day.

Investigators do not believe this was a random attack, but the motive for the altercation remains unclear. Roberts has ben charged with Battery, Aggravated Battery, and Aggravated Stalking. The investigation is ongoing and additional charges are expected.

Crime : Raymond Lee Smith for the shooting of a man early this morning

Bay County Sheriff Frank McKeithen announced the arrest of Raymond Lee Smith for the shooting of a man early this morning at a residence at 2205 B East 17th Street in Panama City.
At about 1 o’clock this morning, May 13, 2009, the Bay County Sheriff’s Office received the 911 call in reference to the shooting on 17th Street. According to the victim, he answered a knock on his front door and saw a black male standing there. The suspect fired several shots at the victim, who shut the door. The suspect then fired more shots through the door. The victim was struck once in the neck. The victim was taken to a local hospital and has been released.
Subsequent investigation led law enforcement from the Bay County Sheriff’s Office, the Panama City Police Department, and the State Attorney’s Office to Smith’s residence at 1401 East 8th Street, Panama City. A search warrant was executed and marijuana and crack cocaine were found in Smith’s home. The Panama City Police Department has charged Smith with Possession of Marijuana less than 20 grams, Possession of Crack Cocaine with Intent to Distribute, and Possession of Drug Paraphernalia.
Raymond Lee Smith, DOB 9/25/91, stated to law enforcement he traded crack cocaine for the use of a firearm, traded more crack cocaine for the use of a vehicle and drove to the victim’s home. The exact motive for the shooting is unclear at this time. The Bay County Sheriff’s Office has charged Smith with Attempted Murder with a Firearm.

FWC offers hunter safety course in Bay County

The Florida Fish and Wildlife Conservation Commission (FWC) is offering a free hunter safety course in Bay County.

The course will be at Gulf Coast Community College, 5230 W. U.S. 98 in Panama City.  Instruction will be at the Gibson Lecture Hall of the Student Union East building from 6 to 9 p.m. May 29 and 8 a.m. to 5 p.m. May 30.  The range portion of the class will be May 31.   

Individuals who have taken the Internet course and wish to complete the classroom portion must bring the online completion report and attend only the May 29 class from 6 to 10 p.m. and the May 31 range day.

Children under 16 must be accompanied by an adult at all times.  Students should bring a pencil and paper with them to take notes.

The hunter safety course is required before anyone born on or after June 1, 1975, can purchase a Florida hunting license.  The FWC course satisfies hunter safety training requirements for all other states and Canadian provinces.

People interested in attending this course can register online and obtain information about future hunter safety classes at MyFWC.com/Safety or by calling the FWC's regional office in Panama City at 850-265-3676.
